If you look closely you will notice that the prinary beams are not integral with a column (knee joint). As you say the concrete panels are load-bearing. If you lood at where they are supported, You will see a rigid connection there-they are usually tied to the infill slab.Sompare this to Bunnings Warehouse (Waurn Ponds & others). That is a portal frame structure. More detective work needed.R.K.
